Mr. Moustapha Bechir holds a degree in Production Engineering from Polytech'Tours-France and a Master's degree in electrical engineering from the Institut National Polytechnique de Grenoble-France (in 2003).

He joined the Chinguetti Project Group as an oil works and development engineer in 2004. He then held various hierarchical positions within SMHPM, from Head of Production Department to Director of Downstream Oil.

During the 13 years spent at SMHPM, Mr. Bechir acquired experience in the development and production of oil projects. Likewise, he has been a member of several internal commissions in charge of setting up SMHPM's strategic projects.

In January 2017, he was promoted to the position of Director General of Hydrocarbons at the Ministry of Petroleum, Energy and Mines, a position he held till January 2024 when he was appointed Technical Advisor in charge of the Upstream Sector.
